Attached Circular – UPDATE: SMART GATE PROOF OF CONCEPT TRIAL AT PASIR PANJANG GATE 4PSA/HSD/HAULIER SERVICES

1. Please refer to the circular “Smart Gate Proof of Concept Trial at Pasir Panjang Gate 4” issued on 4 Jul 2018.

2. PSA is pleased to inform that the Smart Gate Flow Through Clearance Lane located at the Approach region of the Gate is ready for use. Drivers will see cameras installed along the lane and a new weighbridge installed too. They encourage drivers to start using this lane with effect from 10 Sep 2018 so that they can ascertain the effectiveness of the new technologies.

3. Please refer to Appendix 1 to view the Smart Gate Flow Through Clearance Lane, togethe with other lanes in the Approach region of the Gate. Drivers have to use the Smart Gate Flow Through Clearance Lane especially if reporting to ICA Red Lanes ahead.

4. As per the last circular, they like to remind haulier drivers to avoid the morning peak at PasirPanjang Gate 4 by coming only at the flexi booked timing, instead of much earlier, to prevent causing a jam. Haulier drivers are also encouraged to use Pasir Panjang Gate 3 which is open from 0800 hr to 2000 hr, from Monday to Friday.

5. PSA like to thank all hauliers for the co-operation and support rendered in her endeavour to explore and implement new technologies for future Gates.

Circular:- eCUSTOMS SYSTEM MAINTENANCE WINDOW FOR MONTH OF AUGUST 2018

Please take note of eCUSTOMS System Maintenance Window for the month of August 2018 and the impact:

(a)   All import containers that have not been pre-cleared by Singapore Customs will be defaulted to “Red-Lanes” by SC for ICA inspection and decision for sealing.

(b)  Those containers scanned by ICA will not be updated in PSA System. Drivers are required to show the Notification of Scanning Operations issued by ICA officers to PSA for verification before exiting the port.

We seek your kind co-operation to declare/process Singapore Customs documents early and/or to avoid trucking import containers during this period wherever possible.

As an alternative, please arrange to effect delivery of import containers before or after the downtime. Please bring the content of the letter to the attention of your members.

1. a) All import containers that have not been pre-cleared by Singapore Customs will be defaulted to “Red-Lanes” by SC for ICA inspection and decision for sealing.

Gentle Reminder on Revised Safe Work Procedure – “2x20FT SLOT SAFETY DISTANCE” FOR ALL PRIME MOVERS OPERATING IN PSA CONTAINER TERMINALS 

1. PSA would like to remind all hauliers about the recent revised SWP, “2x 20 Ft slot safety distance” for all Prime Movers operationg in PSA Container Terminals (see attached).

2. In addition, please also remind your drivers to check that the spreader is hoisted up sufficiently from trailer before moving off.

CIRCULAR ON REVISED SAFE WORK PROCEDURE – “2x20FT SLOT SAFETY DISTANCE” FOR all PRIME MOVERS OPERATING IN PSA CONTAINER TERMINALS

Dear Members,

Please find enclosed for your kind perusal, the attached revised SWP for 2x 20 FT safety distance for prime movers operating in PSA Container Terminals.

In addition, per the SLA\STA\CDAS\ICA\SC\PSA Quarterly Meeting held on 17 Jan18, please take note of the following key points:-

• PSA will give due consideration for first-time offenders by issuance of NISR Warning (no demerit point/enforcement fee) from now till 31st May 2018. Enforcement action will commence from 1st Jun 18.
• Hauliers will need to remind their drivers to comply with the twistlock SOP, as the Terminals has been lenient and have not imposed the maximum fine of $300 and 8 demerit points.
• More enforcement will be done by Terminals on safety – AETOS officers would be using speed guns to deter speeding in the port and more cameras would be installed for speed- check enforcement.
  • Haulier companies are requested to remind their drivers on the following Safe Work Procedure for drivers exiting Quay Crane backreach into Main Road in the Terminal:Always reduce speed when approaching stop line.
  • Stop vehicle completely at “White Line” or “STOP Line”.
  • Check for oncoming traffic on the main road is clear by applying these step:
    • Step 1: Look to your right,
    • Step 2: Look to your left,
    • Step 3: Look to your right again to ensure traffic is clear before driving out.
  • Always give way to vehicle travelling on the main roads.
  • Be alert and keep your eyes on the road.
  • Wear seat belts at all times.

• LTA has stepped up their enforcement on illegal parking of tour buses in front of PSA Vista along Harbour Drive so that drivers turning out of Pasir Panjang Gate 4 to Harbour Drive are not obstructed.
