Requirements for Safe Management Measures at the Workplace

The Ministry of Manpower (MOM), the National Trades Union Congress (NTUC) and the Singapore National Employers Federation (SNEF) have issued details on Safe Management Measures required of businesses allowed to resume operations. Businesses must:

  • Implement a system of Safe Management Measures at workplaces;
  • Reduce physical interaction and ensure safe distancing at workplaces;
  • Support contact tracing requirements – through implementing SafeEntry;
  • Require employees to wear personal protective equipment where needed, and observe good personal hygiene;
  • Ensure cleanliness of workplace premises;
  • Implement health checks and protocols to manage potential cases.

 

Please ensure the necessary Safe Management Measures are prepared and implemented at your workplace. Please also put up signs to remind employees and visitors to observe all measures in place. If these Safe Management Measures are not well implemented, tighter measures that affect the economy and livelihoods will have to be reintroduced. The Government will take action against errant businesses, including the cessation of operations and enforcement.

Implementation of SafeEntry

As highlighted in an earlier circular, from 12 May onwards, it is mandatory for all businesses to use SafeEntry for the automated routing of entry and exit log data to MOH and the relevant authorities.

Businesses and services that are in operation must come on board SafeEntry to log the check-in of employees and visitors. As a start, deployment will be made mandatory for places where individuals are likely to be in close proximity for prolonged periods or in enclosed spaces, or where there is higher traffic. The list of facilities/places where SafeEntry must be deployed from 12 May 2020 can be found here, and will updated as more activities and services resume.

Businesses that need to retain the use of their current system for the collection of data that are not required in the SafeEntry system (e.g. purpose of visit, employee’s ID number) are required to implement SafeEntry on top of their existing system.

Please note that Individuals visiting venues are required to provide the necessary information, check-in and check-out timings via SafeEntry. Individuals may be denied entry if they do not provide the necessary information.

To cater to visitors who do not have a suitable mobile phone to scan QR codes, or do not have their NRIC with them, venue operators are advised to station staff at the various entrance/exit points to assist with a dedicated mobile device or manual check-ins.

For SafeEntry NRIC, businesses do not need to have a CorpPass account to sign up. They are only required to submit the onboarding application form.

For SafeEntry QR, entities without a CorpPass account should have their parent organisation register on their behalf.
